Public Health Promoter (INT10958)
OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering.
TEAM PURPOSE: To position Oxfam as a leading humanitarian organisation with strong influencing and resilience programming to effectively tackle the root causes of poverty in Zimbabwe. The Programme Leadership team provides strategic and tactical leadership to programming through harnessing evidence gathered using the one programme approach combined with evidence-based lobbying to influence change in policies, attitudes and practices linked to the root causes perpetuating the injustice of poverty. This is done through designing and leading advocacy work supported by a harmonised programme coordination model which places influencing and building of partnerships as key integration pillars. The team ensures that evidence from programmes drives effective advocacy, influencing and campaigns while placing women’s rights at the centre of all we do.
JOB PURPOSE: To provide public health promotion support to humanitarian programmes.
DIMENSIONS:
- Problem-solving and analysis often involves difficult decision-making with no precedent, although difficult decisions are taken with the Country Representative.
- Information sources are diverse, ranging from academic research to data collection in programme and non-programme areas and often requires a judgement on credibility and accuracy of the information.
- Work patterns are not routine and often high pressured.
- Make complex technical information accessible and usable by non-specialists.
- Provide a strong technical support to our stakeholders and sub-contractors, for all public health engineering and promotion aspects of their activities.
- Short term planning is required in the context of changing priorities
KEY RESPONSIBILITIES:
- Assessment and programme/activity design:
- A strong focus on providing technical support and guidance to all stakeholders and subcontractors regarding public health promotion activities.
- Assist in planning and implementing the WASH/ PHP activities, in line with the original rapid needs assessments and as per other relevant assessments.
- Contribute to the development of innovative WASH ideas and solutions to complex problems.
- Support in collaborative activities with Ministry of Health in support of WASH response, and capacity building.
- Implementation:
- Coordinate all activities with district and local government representatives, including WASH and Health Committees at all levels.
- Follow all Cholera prevention measures and the Prevention of Sexual Exploitation and Abuse (PSEA) and safeguarding policies.
- Support heath facilities to meet requirements for IPC, screening, triage, referral and/or treatment through procurements, distributions, essential trainings, and essential refurbishment as required
- Support required essential Cholera prevention training to allow target facilities to be able to provide standardized package of Cholera care appropriate for level of facility
- Work with targeted facilities and their HCWs (including targeted HSAs working in their catchment areas) to facilitate accurate, complete, and timely Cholera data management and reporting; Print and distribute SOPs and other IEC material as needed
- Strengthen the capacity of HSAs to enhance their skills and abilities in Cholera response- where gaps remain, train on SOPs for contact tracing, community case management, referral SOPs, with procurement and distribute of required PPEs for HSAs
- Conduct Hygiene promotion and Hand Washing campaigns in communities and public places
- Ensure project is implemented in line with Oxfam Safeguarding Policy and Prevention of Sexual Exploitation and Abuse (PSEA).
- Provide strong technical support, guidance in Public health promotion – WASH programming particularly on:
Developing weekly workplans ensuring timely implementation and monitoring the quality of activities already committed to. Discuss any issues with line manager if there is need of revisions or changes.
Lead on selection of water systems to be repaired by checking on sources of pollution, community management and ensuring environmental sanitation.
Selection, design and implementation of the most appropriate form of sanitation approach, in consultation with the beneficiaries, which includes excreta and refuse disposal, vector control and drainage. Support social mobilisation and community participation.
- Ensure that appropriate water disinfection, water quality analysis, monitoring and reporting is completed.
- Use OXFAM PHP materials and resources wisely and appropriately.
- To follow the budget provided and ensure that the grant is used to its full capacity.
- Promote integration and coherence among thematic teams particularly between PHE, Gender & Protection and PHPs
- Provide guidance and supervise works of PHP Assistants
3. Coordination
- Coordination with stakeholders and relevant government bodies and ensure sustainability mechanisms are established in line with the WASH facilities installed.
4. Reporting and communication
- Write weekly reports and submit to the Project Coordinator/ and Humanitarian Program Manager ensuring technical reports on specific concepts are included in the report.
- Write the end of grant donor report according to the necessary template
- Management and Capacity building.
- Ensure that all designated WASH stakeholders and sub-contractors are aware of and abide by key internal and external protocols and principles (e.g. Red Cross Code of Conduct, People in
Aid, Oxfam’s Code of Conduct)
- Ensure and support the promotional activities and campaigns for improving the identified persisting risky hygiene and health seeking behaviours are carried out by the health authorities.

Skills, Experience, and attributes
• Essential
- University degree in Public / Environmental Health or related field in Social Development with a minimum of 3 years field experience in PHP work in developing countries in relevant community health programmes. Some of this time should have been in emergency relief programmes.
- Knowledge of public health and one or more other relevant areas (e.g. health promotion, community development, community behavioural engagement and change and community water supply).
- Good knowledge and experience on working with local partner agencies with a capacity of providing formal and informal training.
- Experience and understanding of community mobilisation in relation to water, sanitation and hygiene activities
- Understanding of international health and development and relief issues
- Sensitivity to the needs and priorities of disadvantaged populations
- Demonstrated experience of integrating protection, gender and diversity issues into public health promotion
- Strong ability to communicate effectively and fluent in spoken and written English and any indigenous languages.
