The overall goal of the International Labour Organization (ILO) is to promote social justice and decent work. Decent work is central to global efforts to end poverty, and is a means for achieving equitable, inclusive, and sustainable development. The ILO pursues this goal through the implementation of Decent Work Country Programmes (DWCPs), as the main instruments for ILO cooperation with Members States that constitute a programming tool to deliver on national development priorities. Developed in partnerships with ILO constituents at the country level, DWCPs aim to tackle major decent work deficits through efficient programmes and projects built upon the integrated strategic objectives of decent work and the mandate of the ILO.
Zimbabwe is currently implementing its fifth generation DWCP, which runs from 2022 – 2026 in line with the National Development Strategy, 1 (2021-2025). The DWCP has identified three key areas that complement overall UN support to Zimbabwe under the United Nations Sustainable Development Cooperation Framework (UNSDCF)-2021-2026 the first being; Employment Promotion will focus on developing evidence and supporting policy and strategy development to ensure it mainstreams employment creation across all policy frameworks (macro and sectorial) to consciously promote decent work, growth, and sustained poverty reduction. The second priority of the DWCP is Social Dialogue and International Labour Standards, which seeks to support national processes to improve the capacities of social partners and strengthen the social dialogue institutions and processes. The third priority is Strengthen Social and Labour Protection, which seeks to support national processes to establish a social protection floor that ensures no one is left behind or marginalised.
In part, this support is delivered through Development Cooperation projects funded by development partners including the African Development Bank (AfDB). The Fashionomics Africa: Technical Assistance Programme for Jewellery Manufacturing (FATAP GEM) project, compliments two other programmes funded by the African Development Bank, the Sustainable Enterprise Development for Women and Youth (SEDWAY) and the Business Growth for Young Entrepreneurs (BG4YE). The programme will be implemented in Hurungwe district, in collaboration with the Ministries of Mines and Mining Development; Finance and Economic Development; Public Service, Labour and Social Welfare, and employers, workers and informal economy organizations.
The programme will address the underlying causes of market dysfunction to create more economic and employment opportunities for gemstone artisanal miners, jewellery manufacturers and other value chain support actors. Ministry of Mining and Mining Development (MMMD) is currently developing the Minerals Development Policy and the Mineral Beneficiation and Value Addition with the Bank’s support under the Sustainable Enterprise Development for Women and Youth project (SEDWAY) which envisages the development of gemstones cutting, polishing and jewellery making as a vital step towards sustainable community development. The development objective of the FATAP GEM project is to support the development of the gemstone and jewellery supply chain through improved productivity, skills, market access and inclusion of local youth and women. The specific objectives are:
- To reduce youth unemployment and gender inequality, through entrepreneurship and sustainable enterprises development interventions in the gemstone sector.
• To reduce imbalances in regional development through targeting one of the poorest regions of the country.
• To address shortage of skills in gemstone mining, through interventions to build technical and business skills of the target group.
In view of the importance of employment promotion and promoting formalization in Zimbabwe, the ILO Country Office for Zimbabwe and Namibia with financial assistance from the African Development Bank and working in collaboration with the Government of Zimbabwe will be implementing the FATAP GEM (2023 – 2024). The project’s long-term view is to realise the transformation of the gemstone value chain in the targeted region, through building competencies in this sector and promoting the participation of private sector and targeted community in the co-creation, implementation, and monitoring of the proposed initiatives.
The International Labour Organization Country Office for Zimbabwe and Namibia (CO-Harare) based in Harare is seeking to recruit a Programme Assistant to provide programmatic and administrative support, in the implementation of the FATAP GEM Programme and other related programmes. The position requires practical knowledge and appreciation of gemstones and jewellery manufacturing value chain, employment promotion-skills and enterprise development issues and some exposure to international labour standards, social dialogue and national labour laws and sound technical and practical understanding of implementing, monitoring and evaluation of economic empowerment programmes

The Programme Assistant will work under the overall responsibility and the direct supervision of the Director of the ILO Country Office for Zimbabwe and Namibia, and will work closely with the Enterprise Development and Employment Creation Specialist based in the ILO DWT/CO-Pretoria and the National Project Coordinator for the Sustainable Enterprise Development for Women and Youth (SEDWAY) project
Description of Duties
- Support technical programme implementation of activities under the programme in close collaboration with the Government of Zimbabwe, relevant ILO technical and administrative units and social partners, including drafting concept notes, terms of reference, and
- Review and analyse specific development plans and priorities for Zimbabwe along with socioeconomic data and other relevant technical information and use this data in support of effective project implementation aligned to the gemstone and jewellery supply chain through improved productivity, skills, market access and inclusion of local youth and women.
- Assist in primary and secondary research to identify sectors for project implementation and help identify and communicate with key stakeholders.
- Assist the NPC with populating annual work plans and prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources, as compared to planned activities and making recommendations to the NPC.
- Provide input to and support the development of gender sensitive training methodologies, manuals and training guides for gemstone value chain enterprise development approach.
- Support the design and implementation of activities and interventions of the project based on previously developed work-plans and support the drafting of progress reports and other reports to the ILO and to the donor.
- Prepare briefs, periodical reports and impact assessment on status of project activities and assemble and edit data required for successful project implementation considering different approaches and alternative methods through learning from project implementation.
- Facilitate and participate in the organization of conferences, seminars, workshops, training sessions and meetings and undertake missions to project sites across Zimbabwe, individually or accompanying other ILO officials.
- Support incoming missions of ILO specialists, project experts and visiting officials and provide relevant information on project matters.
- Support in building partnerships with relevant government departments, UN Agencies, development partners and the private sector to promote youth and women employment creation.
- Support the development of an effective M&E system focusing on development of programme work plans and ensuring that performance indicators have clearly defined baselines and targets; contributing to the development of routine, as well as ad hoc survey data collection tools; participating in program-relevant operations research, as well as assessments; maintaining and updating databases and recording on program activities for monitoring and evaluation purposes.
- Support knowledge building and knowledge sharing focusing on training partners on M&E-related issues and contribute to the identification, documentation and dissemination of best practices, lessons learned and human-interest stories, including through social media, the ILO website; and participate ILO Office wide in M&E knowledge networks and communities of practices.
- Perform other duties, as may be assigned by the direct supervisor and the overall supervisor.
Completion of Secondary School and or technical or university level course from a recognized school, commercial/TVET college, university or equivalent.
Desirable: First level University degree (Bachelor’s degree or equivalent) in mining and minerals development, economics, business management, commerce/entrepreneurship, development, or any other related course will be advantageous
Minimum of six years of professional experience in project management:
• Working knowledge and experience in gemstones and jewellery manufacturing sector and excellent knowledge in enterprise and skills development.
• Designing, implementing, and operating project M&E systems from project initiation to closeout stages.
• Strategic planning and performance measurement, including indicator selection, target setting, results reporting, database management, and developing M&E and performance monitoring plans.
• Working knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
Excellent knowledge of English and good knowledge of local working languages of the duty station.
- Good knowledge of programme implementation, monitoring and evaluation techniques and practices.
• Familiarity with impact assessment an advantage and with some of the substantive issues to be handled by the project, such as labour laws, international labour standards, social dialogue and employment promotion.
• Good knowledge and experience regarding gender mainstreaming; moderation, facilitation and training skills and demonstrated ability to liaise and negotiate with government and social partners.
• Ability to perform a variety of conceptual analyses required for the formulation, administration and evaluation of projects.
• Ability to work with word processing and spread sheet software, as well as computer software packages required for work; good record keeping and information processing skills.
