MEAL Officer- Young Entrepreneurs of Zimbabwe Arise (YES Zimbabwe Arise)-A Youth Economic Empowerment Activity
Background
YES, Zimbabwe Arise is a youth co-led activity aimed at building the country’s next generation of entrepreneurs and leaders. It is anchored on four pillars – 1. Identify, nurture and support young entrepreneurs in rural and urban areas; 2. Build a resilient young entrepreneur who is able to resist and bounce back from any adversity, and have the ability to co create ideas that generate fiscal support, employment and implement them; 3. Create a youth led entrepreneurship ecosystem and 4. Influence economic policies that promote inclusive economic growth.
The activity builds capacity, influences policy and practice, creates equal and decent job opportunities for young men and women in their diversity. It supports, and anchors transition of informal youth led business into the formal economy. It establishes and strengthens public and private sector partnerships, finances emerging youth businesses in Agriculture, Information Technology, Health, Manufacturing, Retail, Mining and Financial services. In the process, YES Zimbabwe Arise will create where absent and strengthen where present – platforms that bring different actors to further economic growth through identification and support of 2400 entrepreneurs, with a potential to create not less than 7200 decent jobs, and not less than 12000 opportunities that allow young entrepreneurs to learn and be part of local and national platforms.
Key Objective/ specific outcomes:
REPSSI seeks to appoint a Monitoring and Evaluation professional. As the MEAL Officer you will lead project monitoring, evaluation and learning efforts for a USAID supported Activity and other REPSSI programmes. You will develop monitoring, evaluation and reporting systems that include appropriate indicators, baseline data, targets and a plan to evaluate performance and produce timely, accurate and complete reporting. Under your guidance, the organisation will use monitoring data to maximize program impact. The position reports directly to the Country Director

Duties and Responsibilities
- Monitoring and Evaluation Leadership
• You will lead the Monitoring and Evaluation, portfolio.
• Collaborate with other MEAL officers in-country that are working on USAID supported awards in developing innovative MEAL systems and products aligned with USAID and REPSSI strategies; - MEAL Implementation
• Liaise with the Chief of Party, Entrepreneurial and Innovation Specialist and Communications officer to respond to requests for information by USAID.
• Oversee functionality of knowledge and data management systems.
• Design and implement all MEAL related tools and processes and the Terms of Reference for these, where applicable – indicator dictionaries, data collection tools, reporting formats, survey questionnaires, evaluations, etc.
• Identify MEAL human resources needs, and guide recruitment or task allocation when relevant.
• Develop a plan for strengthening capacity for effective implementation of the MEAL system.
• Facilitate training when relevant for REPSSI and partner programme staff. - Advocate for Youth Innovation and Entrepreneurship
• Represent or ensure appropriate representation of REPSSI in all Activity related forums
• Proactively support USAID and REPSSI’s publicity and communications aims
• Contribute to ensuring that the Activity provides information to update the website and actively participate on REPSSI social media as required
• Advocate and market the REPSSI brand and services in Zimbabwe - Communication
• Responsible for transparent M & E communication with partners
• Lead the production of specific donor reports
• Visit the field regularly to support the compilation of case studies and success stories.
• Prepare MEAL reports regularly for executive management at agreed times. - Other requirements

• Participate in the organisational strategic planning (planning, reviews and related activities)

Qualifications and Experience
• Master’s degree in a development related field, and a post graduate qualification in Monitoring & Evaluation
• At least two years of relevant experience including as an MEAL Officer of activities of similar scope and complexity, preferably with USAID as funder.
• Demonstrated experience and/or understanding of positive youth development (PYD) principles, the youth employment, vocational education, entrepreneurship systems;
• Excellent strategic, analytical, systems thinking, and problem solving skills with capacity to see the bigger picture.
• Excellent negotiation skills
• Familiarity with statistical analysis, both quantitative and qualitative;
• Knowledge of M & E issues and indicator development for Youth empowerment initiatives.
• Knowledge and experience of MEAL systems and software.
• Proficient in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications.
• Excellent report writing, analytical and oral presentation skills.
