CeSHHAR Zimbabwe is an organisation that specialises in population health research and programming, including on sexual and reproductive health and HIV/AIDS. CeSHHAR has a diverse range of funders which include the Wellcome Trust, the Bill and Melinda Gates Foundation, United States NIH, UK Medical Research Council, Templeton World Charity Foundation, USAID, Global Fund for AIDS TB and Malaria, UNICEF and UNFPA. We partner very closely with the Liverpool School of Tropical Medicine (UK), Zimbabwe’s Ministry of Health and Childcare and international and regional centres of research excellence to evaluate national programmes and determine the impact, uptake, and cost effectiveness of novel reproductive health interventions.

Reporting to the Executive Director – The Finance Director is a member of the Senior Management Team (SMT). They are responsible for the setting and delivery of the financial strategy of the organisation and management of the organizations financial operations for 18 projects from 15 different donors with the aim of long-term financial sustainability. The Finance Director has the overall responsibility for establishing well-functioning financial management systems and procedures to ensure coordination and control of the resources used in the implementation of all activities. The incumbent will translate strategy into actionable steps for growth, implementing organization-wide goal setting, performance management, and annual operations planning, execution and reporting, underpinned by good financial governance.

Leadership
• Develop financial strategies to support organisational growth.
• Lead on initiatives to ensure the long term financial sustainability of CeSHHAR.
• Ensure compliance with the laws of the country, donor requirements and other national policies.
• Review and amend CeSHHAR policies and standard operating procedures to ensure an optimum operating environment.
• Lead on the annual reporting of the financial statements and supervising of the external audit process.
• Review proposal budgets for adequate cover of all costs and optimum ratios of indirect costs.
• Review systems to ensure operating efficiency and continued functioning of internal control systems.
• Conduct financial forecasting, and analysis to facilitate operational and strategic decision making and exploitation of business growth opportunities.
• Update and provide strategic financial advice to the CeSHHAR Board and SMT on organizational financial status.
• Ensuring budgeted resources are utilised efficiently to achieve set targets.
• Oversee the donor contract cycles from pre-award, implementation, and closeout of grant agreements.
• Ensure proper maintenance of all accounting systems and functions in line with International Financial Reporting Standards.

Management
• Lead and manage the organizational risk profile and financial governance.
• Manage the organization project portfolio through oversight and control of all budgets and interpret project burn rates.
• Authorised official for contracts and grant agreements.
• Manage the treasury function, including cash flow of the organization for efficient operations and future planning.
• Monitor trends in the operational, macroeconomic, and global environment for adapting and impact on operations.
• Implement business strategies and plans that align with the short and long-term objectives.
• Ensure the integrity of accounting information by reviewing account issues for compliance and establishing quality control over accounting transactions and financial reporting.
• Oversee maintenance of supporting documentation for a reliable and easy-to-follow audit trail.
• Effectively manage talent and supervise team members, manage team dynamics, and staff well-being.

Operations support
• Analyses of monthly donor expenditure and advise on corrective actions.
• Management all lease agreements, utilities contracts and site operations.
• Ensure adequate recovery of overhead expenditure.
• Oversight of procurement processes.
• Identify weaknesses in internal controls for strengthening.
• Maintain relations with the bankers, donors, external stakeholders and regulatory authorities.
• Ensure efficient payroll processes and systems payroll integrity are in place.
• Ensure audit recommendations are incorporated into organizational internal control systems.

Staff Management
• Ensures the Finance department has the right structure in place in line with the organization’ strategy.
• Provide leadership to the Finance team and spearhead performance of the department in line with the key objectives of the organization.
• Implement sufficient safeguards and controls for optimum utilization of staff within the department

Qualifications and Experience

Certified Accounting professional CA, ACCA, CIMA. Master’s in Business Administration (MBA) from a reputable institution. A Bachelor’s degree in accounting from a recognized institution. 10 years’ experience in Finance with 5 years at the senior management level. NGO experience managing project based financing is a plus. Experience in Grants Management is desirable. Possesses strong leadership skills and business acumen. Proven track record of financial management, financial reporting and organizational support services management, Ability to manage large project portfolio and complex donor reporting requirements. Keen analytic, organization and problem-solving skills which support and enable sound and decision making. Excellent communication and relationship building skills with an ability to prioritize. Negotiate and work with a variety of internal and external stakeholders in a multicultural environment.
