Background

The Biomedical Research and Training Institute (BRTI) is implementing a U.S. Centers for Disease

Control and Prevention (CDC) funded Laboratory Systems Strengthening (LSS) Work Plan for the Ministry of Health and Child Care of Zimbabwe. In this project, BRTI is supporting the MOHCC’s integrated specimen transportation (IST) system to ensure efficient and effective relay of patient specimens from health facilities across the country to public health laboratories for testing, and ensuring timely results return. The project is core-funded with Global Fund.

Job Summary

The Senior M&E Officer will be the program’s strategic information and evaluation focal person responsible for providing advisory services and overall oversight for effective program monitoring, evaluation, reporting, and publication. This will include leading the implementation of the program’s approved Evaluation and Performance Measurement Plan (EPMP). The position is based in Harare Zimbabwe and will be expected to regularly travel to other provinces and districts to ensure program continued implementation fidelity.

Major Responsibilities:

  • Overall supervision and oversight of the M&E function of the IST project.
  • Assist in program planning. The position will coordinate establishment and adoption of program indicators and targets, defining data flow points, reporting frequencies as required and incorporating all this information into the development/implementation of the evaluation and performance measurement plan (EPMP).
  • Ensure program accountability, transparency, adherence and compliance to set funder guidelines, national laws and the project protocol during implementation.
  • Track progress against the project/programme plan, to check whether intended objectives are being met, and if not, identify areas that need improvement.
  • Identify emerging issues that may affect the implementation of the project/programme such as bottlenecks, constraints and challenges and recommend evidence-based solutions to mitigate.
  • Continuously gather M&E data on the progress of activities, outputs, and outcomes during program life cycle. The position will ensure continuous data monitoring and analysis across all program areas and at different program levels including district, provincial and national levels.

The Officer ensures that information from such data monitoring is availed to program management for continuous improvement and decision making.

  • Analyse data, interpret results/ findings and report findings with recommendations to program team including timely submission of weekly, monthly, quarterly, semi-annual, annual, PEPFAR MER indicators in DATIM, and other ad hoc reports or data requests for CDC, PEPFAR, UNDP, MOHCC and BRTI.
  • Identify, analyse, and interpret trends or patterns in complex data sets.
  • Data cleaning by reviewing reports, printouts, and performance indicators.
  • Work with program management to prioritize information needs. The position will continuously monitor program M&E needs for new and ongoing program areas and ensure M&E tools required are designed, availed to users, trained on.
  • Create data sets, implement data collection and analysis systems, and other strategies that optimize statistical efficiency and quality.
  • Participate in M and E systems audit/assessment to check whether the systems are matching up program requirements to ensure project objectives are met.
  • The position will also be responsible for ensuring availability of data required by Program Leads for reports and presentations. In preparation for stakeholder meetings, the Senior M & E Officer ensures data driven updates are done and consolidated into one set of updates from the various program teams.
  • Locate and define new process improvement opportunities.
  • The Officer will also be the program point person, in consultation with the Technical Advisor- Diagnostic Network & Specimen Transportation Systems, to work closely with CDC ADS in preparation of abstracts and publications related to project activities for scientific journals, conferences and symposia

Qualifications and Experience:

  • Undergraduate Degree in a health-related discipline, Monitoring and Evaluation, Data Science, Statistics or any other related disciplines.
  • Master’s degree in Biostatistics, Public Health, Epidemiology, or related field.
  • Additional postgraduate training in Monitoring and Evaluation is an asset.
  • M&E professional with proven health systems programming background a requirement.
  • At least 5 years working experience in M&E with at least 2 years at senior / supervisory level.
  • Experience working on USG (CDC-PEPFAR/USAID), Global Fund or other donor-funded projects as M&E personnel.
  • Understanding of the Ministry of Health and Child Care health delivery system and laboratory referral networks including M&E systems used in these settings e.g. DHIS 2 or LIMS an added advantage.
  • Experience in designing and working with data collection software (KOBO Toolbox, Redcap, Epi-collect etc)
  • Proficiency with data analysis statistical packages (Excel, Epi-Info, SPSS, SAS, STATA) with experience in analysing datasets.
  • Proficiency in the utilization Power BI and MS Office suits such as Excel, PowerPoint, Word, Power Query.
  • Experience in geographical mapping using software such as ArcGIS/QGIS and Python for data science an added advantage
  • Understanding of database development (SQL, Excel etc) and operations including running of queries
  • Good, report writing and presentation of analytical findings skills.
  • Strong analytical skills with the ability to collect, organize, analyse, and disseminate significant amounts of information with attention to detail and accuracy.
  • Excellent organizational, presentation, communication and management skills.
